FEBRUARY 8,    an AUC Analytical Center expert took part in the working meeting of the Committee to discuss the Draft Law “On Amending Certain Ukrainian Legislation on Urban Improvements and Beautification in Populated Areas” (#9381) prepared by the Cabinet of Ministers of Ukraine. The draft document was passed by the parliament in the first reading on December 22, 2011 and is currently being prepared for the second reading.

The purpose of the document is to remove the discrepancies in the legal regulation of the sector of urban improvements and beautification in populated areas.

The Draft Law reflects a number of AUC proposals concerning the restoration of the local government authority to conclude agreements on citizen share in maintenance of urban improvement facilities. The corresponding provision applies to temporary commercial, household, social and cultural facilities.

The Committee recommended the Verkhovna Rada to approve the law in the second reading.
