FEBRUARY 9, M.Pittsyk, AUC Executive Vice President, and A.Fedorchuk, Mayor of Boryspil and AUC Board member, took part in the working meeting of the working group to prepare the Draft Law “On Record Keeping and Technical Inventory of Immovable Property Items”. The draft document is based on the Law of Ukraine “On Record Keeping and Technical Inventory of Immovable Property Items” (#2788), which was approved by the parliament on June 16, 2011 and was vetoed by the President.
In the opinion of the President of Ukraine, the new draft law should, in particular, envision the transfer of the authority to render the immovable property record keeping and technical inventory services to private companies. Currently, such services are rendered by communally-owned companies.
The AUC representatives presented the following opinion of the Association: the immovable property record keeping and technical inventory services should be rendered by communally-owned companies only because this mechanism provides guarantees for the protection of the rights of citizens to immovable property, whereas transferring this authority to private companies will have only negative consequences, such as:
- poor quality of services and higher prices;
- increased risk of fraud in property alienation and illegal seizure of housing.
Following the discussions, the Committee suggested the members of the working group to prepare their proposals to the Draft Law on record keeping and technical inventory of property items for the next meeting scheduled for February 17.
