FEBRUARY 7,    an AUC Analytical Center expert took part in the working meeting of the Committee to discuss the following draft laws:

• “On Amending Article 11 of the Law of Ukraine “On Comprehensive Secondary Education” (concerning the moratorium on closing village schools) (#6615, of July 01, 2010);
• “On Amending Article 11 of the Law of Ukraine “On Comprehensive Secondary Education” (concerning the prohibition of closing comprehensive educational establishments with the tuition in the State language (Ukrainian-language schools) on the territory of Ukraine) (#9062-1, of September 01, 2011).

The purpose of both draft laws is to prohibit the closure of schools in rural areas and schools with tuition in the State language.

In the AUC opinion, the approval of the draft laws may lead to political speculations and so-called “language” conflicts. Besides, this will not resolve the issue with schools with small number of schoolchildren and financial support to keep them.

Following the discussion, the Committee took into account the AUC position and rejected these draft laws.
