JANUARY 10, AUC Analytical Center expert took part in the working meeting of the Committee to discuss the Draft Law “On Higher Education” (#9655), which was prepared by the Cabinet of Ministers. The document outlines major local government authority in this sector:

• setting up and maintaining communally-owned higher educational establishments; and
• identify the local need in faculty staff and come up with proposals concerning the scope of state-supported training and on-the-job training of specialists.

The Draft Law reflects the AUC opinion about the inadmissibility of transferring the financial burden associated with the maintenance of state-owned higher educational establishments to local budgets because such an approach would not be in line with the Budget  Code of Ukraine.
