January 16, the web-site of the Cabinet of Ministers of Ukraine published its decision to approve the Draft Law “On Energy Efficiency of Residential and Public Buildings” (#9683). The purpose of the document is to identify the legal, economic and organisational framework for energy efficiency of residential and public buildings.
In particular, the document provides for the following:
- organisational and legal framework for the certification of energy efficiency of buildings and related energy efficiency activities in these buildings;
- rights and duties of owners/co-owners of buildings.
The Draft Law envisions the mandatory nature of energy efficiency certificates as a prerequisite to perform construction and reconstruction works, as well as alienation or leasing buildings.
At the moment, Ukraine does not have the legislation to regulate the technical sector of energy efficiency of buildings.
The approval of the Draft Law will lead to savings of public funds due to the decreased use of energy resources. The saved funds will be channelled to support the budget line items of prime social importance.
