Constitution of Ukraine

The basic law of Ukraine, which outlines the government arrangement, mechanisms and principles for functioning of representative, executive and judicial government entities, electoral system, and rights and obligations of the state, society and citizens. Adopted on June 28, 1996 at the 5th session of the Verkhovna Rada of Ukraine of the second convocation.

 

European Charter of Local Self-Governance

The European Charter of Local Self-Governance was adopted under the aegis of the Congress of Local and Regional Authorities of Europe and became open for signing by the Council of Europe member countries on October 15,1985. It came into effect on September 1, 1988. The Charter was ratified by the Law of Ukraine#452/97-ВР of July 15, 1997. The Charter is a European standard for the definition and safeguarding of territorial community rights and local government bodies in resolving issues of local importance.

 

Law of Ukraine “On Local Self-Governance in Ukraine”

In line with the Constitution of Ukraine, the Law provides for the system and guarantees of local self-governance in Ukraine, foundations for the organisation, activities legal status and accountability of local government bodies and officials.

 

Law of Ukraine “On Elections of Deputies of the Verkhovna Rada of the Autonomous Republic of Crimea, Local Councils and Village, Town and City Mayors”

The Law provides for the main foundations, organisation and procedures for elections of deputies of the Verkhovna Rada of the Autonomous republic of Crimea, oblast, rayon, city, city rayon, village and town councils and village, town and city mayors.

 

Law of Ukraine „On the Status of Members of Local Councils”

In line with the Constitution of Ukraine, Law of Ukraine “On Local Self-Governance in Ukraine” and other laws of Ukraine, the Law provides for the legal status of a member of village, town, city, city rayon, rayon, and oblast councils as representative of interests of territorial communities, voters of his electoral district and a member of the local council who has equal rights as other councils members do, and provides for the guarantees of council member’s activities and procedures for recalling a local council member.

 

Law of Ukraine “On Service in Local Government Bodies”

The Law regulates legal, organisational, in-kind and social conditions for the implementation of the rights of citizens of Ukraine to service in local government bodies, outlines the general principles of activities of local government officials, their legal status, and the procedures and legal guarantees of holding a position in local government bodies.

 

Law of Ukraine “On Citizens’ Self-Organisation Bodies”

The Law provides for the legal status, procedures for the organisation and activities of citizens’ self-organisation bodies, their financial foundations, guarantees, and accountability.

 

Law of Ukraine “On Local Government Associations”

The Law provides for the legal framework for the organisation and activities of local government associations and their voluntary unions, their relations with central executive agencies and local government bodies in accordance with the Constitution of Ukraine, Law of Ukraine “On Local Self-Governance in Ukraine", and other laws.

 

Budget Code of Ukraine

The Budget Code of Ukraine provides for the legal framework of functioning of the budget system of Ukraine, its principles, foundations of the budget process and inter-budgetary relations, and responsibility for violating the budget legislation.

 

Tax Code of Ukraine

The Tax Code of Ukraine regulates the relations arising in the sphere of taxes and fees. In particular, it provides a comprehensive list of taxes and fees to be paid in Ukraine and the procedures to administer them, payers of taxes and fees, their rights and obligations, powers of inspection agencies, authority and responsibilities of their officials while exercising tax inspections, as well as responsibility for violating the tax legislation.

 

Decree of the Presidium of the Verkhovna Rada of the Ukrainian Soviet Socialist Republic (SSR) “On the Procedures of Resolving Issues of Administrative and Territorial Arrangement of the Ukrainian SSR”

The Decree provides for procedures of establishing or abolishing oblasts, rayons, city rayons, and village councils, rendering settlements to the category of cities and urban-type settlements (towns), establishing or modifying boundaries and subordination of settlements, as well as naming or changing names of administrative and territorial units and settlements, enterprises, establishments, organisations an other entities, and naming them after statesmen and public figures.
