Additional peculiarities of the municipality:
In the context of global changes and challenges, the Zhytomyr municipality has identified sustainable development as a key priority for its activities. In 2019, a strategic document was adopted that defines the spatial and substantive directions for the city's development until 2030 - the Concept of Integrated Development of Zhytomyr until 2030. During 2019-2024 the community developed and adopted:
- Zhytomyr Sustainable Urban Mobility Plan;
- Concept for the Development of Cycling Infrastructure in the Zhytomyr City Territorial Community;
- Draft Environmental Strategy of the Zhytomyr City Territorial Community until 2050.
One of the important areas of municipal development is the implementation of a sustainable energy and climate development policy. In 2022, the Zhytomyr City Council decided to join the European initiative ‘Covenant of Mayors - East’ and announced its intention to achieve climate neutrality by 2050 with an interim target of reducing greenhouse gas emissions by at least 35% by 2030 compared to 2010 levels. The municipality also undertakes to implement measures to adapt to climate change and ensure sustainable, affordable and secure energy for all community residents. To achieve the declared goals, large-scale infrastructure projects are being implemented in the community (street lighting has been modernised, comprehensive measures are being taken to modernise the energy efficiency of public buildings, large-scale projects are being implemented to develop centralised heat supply, water supply/sewerage, projects are being implemented on energy security and the development of renewable energy sources, and sustainable urban mobility practices are being introduced).
The Zhytomyr municipality is actively developing international cooperation and integrating into the European space. The city participates in many international programmes and initiatives, including the Covenant of Mayors and the European Energy Award. In 2024, the Zhytomyr community became an associate member of the Eurocities and Cities4Cities networks, opening up new opportunities for attracting European grants and exchanging experience.
The war in Ukraine has been a serious challenge for the Zhytomyr municipality. However, despite the difficulties, the community continues to develop and implement its strategic goals. Local authorities are doing everything possible to ensure the safety of residents, support the economy and restore infrastructure. Zhytomyr has significant potential for further development. Thanks to its progressiveness, innovation and active participation in international cooperation, the community is confidently moving towards European integration and sustainable development.
