Additional peculiarities of the municipality:
1. Geographical location and logistical potential
The Khmeliv municipality is situated in a strategically important area of the Romny district in the Sumy region. The area is characterised by a favourable climate, fertile soil and plentiful water resources. Its roadside location near inter-regional connections creates prospects for developing logistics and agro-industrial clusters.
2. Infrastructure situation
The basic social infrastructure has been preserved, with an ASC branch, two outpatient clinics, rural health posts, lyceums and cultural centres remaining in place. However, a significant number of these facilities are in need of major repairs. Transport links, energy and water supply remain difficult.
3. Human capital and social activity
The local community demonstrates a high level of self-organization and motivation for restoration and development. Initiative groups are actively working to restore the educational process, cultural life, and social support for the population. A youth council has been established. Most young people express their willingness to return, provided that jobs are created and proper living conditions are provided.
4. Economic potential of the municipality
The main specialization of the community is agricultural production, in particular grain and livestock. There are prerequisites for launching farmer cooperatives, agro-processing, as well as the development of small businesses in the service sector. Natural resources and cultural heritage allow the development of green tourism and handicrafts.
5. Priority areas of recovery and development
• Reconstruction and modernization of social infrastructure facilities (education, healthcare, culture).
• Implementation of alternative energy supply systems (solar panels, generators).
• Restoration of housing stock and provision of temporary housing for internally displaced persons.
• Development of economic reintegration programs for the population, including training and employment.
• Provision of psychosocial support to the population, especially children and victims of hostilities. The municipality continues to receive internally displaced persons and evacuated population.
6. Cooperation and attracting international support
The Khmeliv municipality openly cooperates with charitable organizations and international funds. It is interested in expanding partnerships with representatives of the Ukrainian diaspora, international donors, and investors.
